My CD-Rom is messed up. Like when you put a cd surrounded by it, it will not even know that there is one here. But sometimes when I put like a music cd contained by it, it will work fine. Sometimes, it will work, but it takes forever for it to realize here is a cd in it. What could be the problem?

Sometimes a disc cleaning kit will do the trick. If not, craigslist or the help army might might have the replacement factor for you if you are on a tight budget. If you've got a few bucks, DVD burners, which can read your CDs are roughly $30.
do you mean dvd's? Your cd-rom may not support them. Get a investigational one.
Check the cord connections, and don't use autoplay, click the drive icon within mycomputer, or wherever.
